It is a shame no one has replied sooner, as it is a profound question that troubles so many of us. I have traveled in many parts of rural Central America and Mexico where events transpire much as you describe. And I, too, sometimes wonder about the roots of these things, why they differ so much from country to country. It should be said that it does vary within any given country; even in countries where most areas are like this, there may be pockets where people take more care. It makes me think of the sociological research into areas where the people tend toward fatalism, particularly but not exclusively in the lower-income classes. There tends to be a vicious circle in which people who are fatalistic (believe there's not much you can do to change your destiny as a person or as a people) tend to remain poor and those who are poor tend toward fatalism. It is hard to know the chicken from the egg; certainly people who do not believe they can change their destiny will be little motivated to make the changes that might lift them from poverty, yet it still can't be said that it's a simple matter of believing. Generations have been fatalistic partly because they DIDN'T have much opportunity to change their destinies. Colonialism surely plays a part as well, as it historically has taken so much power out of local people's hands, or out of the hands of specific groups of local people.

its pathetic how africans and african leaders are treating ourselves and their people respectively.nothing works here.road system is poor,major transportation vehicles etc are not road worthy,the whole system doesnt function as efficiently as it should and one is to outline the problems it would take forever.truth be told we as a people are not serious and so our leaders take us for granted.
